Mr. Bly specializes in representing cable, telecommunications, new media and technology companies. Mr. Bly also has experience drafting a variety of commercial contracts and providing general counsel services.
Mr. Bly has litigated, and in some cases taken to trial, large multi-million dollar cases as well as a myriad of small and medium sized cases involving issues such as breach of contract, fraud, unfair competition, communications laws and regulations, wireless infrastructure deployment, studio agreements, privacy, copyright, land use and zoning, access to easements, insurance recovery, and local taxation.
Mr. Bly has also negotiated and drafted numerous transactional documents, including technology licensing agreements, cable franchise agreements, website user agreements, privacy policies, commercial leases and easements, software-as-a-service agreements, non-disclosure agreements, settlement agreements, partnership agreements, operating agreements, and other commercial agreements. Mr. Bly is a frequent writer and speaker on business and technology law. He has written articles and papers on copyright and trademark, cable franchising, telecommunications issues in real estate, wireless infrastructure deployment and municipal broadband. He has spoken at conferences and seminars put on by the Practicing Law Institute (PLI), Law Seminars International (LSI), the National Association of Telecommunications Operators (â€œNATOAâ€), and the Conference of California Public Utility Counsel (â€œCCPUCâ€).
Mr. Bly received his J.D. from the George Washington University Law School in 1993, and obtained undergraduate degrees in economics and chemistry from the University of Delaware in 1987. Immediately after law school, Bill served as a judicial clerk at the United States Court of Federal Claims for the Honorable Moody R. Tidwell. Prior to attending law school, Bill worked as an economist for the U.S. Department of Energy.
